About the project and how to have your say

The Local Cycling and Walking Infrastructure Plan (LCWIP) has identified the A4 as a key active travel route for east-west journeys. There is space within the highway to change the road layout to provide high quality cycling and walking infrastructure, with only minor impact on vehicular traffic flow. This scheme is part of a longer term ambition set out in the LCWIP to improve the whole A4 corridor. Near to Crown Mead, a section of the A4 is a designated Air Quality Management Area. This scheme will contribute to facilitating modal shift away from the more polluting type vehicles. What we propose

We propose to:

  • Install kerb separated tracks on both sides of the A4 to provide segregated space for cyclists and protect them from the high volume of traffic. We have a history of complaints that cyclists use the footway, and so by providing dedicated space to separate cyclists, pedestrians and vehicles, conflict between modes will be reduced.
  • Remove the staggered pedestrian crossing island, which is currently a pinch point for cyclists and replace it with a single stream crossing. By removing the centre island we can make room for continuous kerb separated cycleways in both directions. The crossing equipment will be upgraded and the timings reconfigured to allow sufficient time for all vulnerable users to cross the road safely.
  • Install raised entry treatments in all of the side roads within the extent of the scheme to slow down vehicles when turning. This is will make it safer for pedestrians and reinforce priority for the cycle lane. The scheme will improve the public realm to make the local centre of Crown Mead more attractive, both as a destination and as a walking and cycling through-route.
  • Reconfigure the layout of the bus stops within the extents of the scheme, in order to separate the cycleway from the footway and carriageway. The eastbound stop is proposed to have a floating bus stop island in place of the existing bus layby. This will enable the cycle route to bypass behind the bus shelter without reducing the footway width. The westbound bus stop is accessed by a bus boarder arrangement whereby the cycle track passes in front of the bus shelter. In both arrangements pedestrians have priority and this will be made clear through signing and lining. Both the proposed layouts are prescribed in the Department for Transport's Cycle Infrastructure Design (LTN1/20) guidelines.

    Consultation Closed

    The consultation period for residents to have their say on this proposal has ended.

    Following the close of the initial consultation, your feedback and suggestions are being considered, and we will publish the results and the next steps shortly.

    If the scheme is installed, a new Design feedback consultation will be opened for you to tell us about your experiences, report on the impact the installed scheme may have had, or suggest any further improvements you think would be beneficial. Once the pilot scheme has been in place for 6 to 9 months it will be reviewed, and if appropriate, changed according to the feedback you provide. The consultation will remain open for the life of the pilot scheme, approximately 12 to 18 months.

    At the end of the pilot all feedback will be considered before the scheme is made permanent or removed completely.
